Bailit Health Purchasing staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.

Michael Joseph, M.B.A.
Senior Consultant
Michael´s projects with Bailit have included work in the areas of reimbursement methodology,
market analysis, HMO performance evaluation and scorecard development. For example, Michael played an instrumental
role in the design of a new reimbursement system for group residential services for the Massachusetts Department of
Mental Retardation, analyzing service and financial data in order to develop and refine a new rate formula.
Michael has also assisted state agencies with the analysis of HMO data and the development of HMO
performance management strategies. For the state of Vermont, Michael has analyzed plan data filings and identified key
trends and opportunities for improvement. For the state of California, Michael has built a statistical algorithm to assign
enrollees to HMOs based on performance measures. For the Community Health Councils Inc., Michael developed a scorecard to
highlight disparities between two communities in Los Angeles in terms of health care and environment. He made recommendations
as to the measures to be included and presented options for how the data could be graphically displayed.
Before joining Bailit, Michael was a consultant providing market analysis to the information technology industry.
He has worked at technology market research firms International Data Corporation and AMR Research where he delivered analysis of
the enterprise software market, and at several technology companies where he held positions in product marketing and field support.
Michael earned a Bachelor of Arts degree from Bard College, and an M.B.A.
from The FW Olin School of Management at Babson College.
