Client:
Massachusetts Department of Mental Retardation

Challenge:
Correct a reimbursement system that is costly to administer and inequitable.

Response:
Bailit performed an assessment of the methods used by the agency's 22 area offices and its 6 regional offices to purchase services and to monitor and manage provider performance. Bailit gathered data and conducted statistical analysis to identify the variables with the greatest impact on rates, and then collaborated with work groups of agency and provider staff to design a new reimbursement system.

New York Office of Mental Health

Challenge:
Design and facilitate a managed behavioral health procurement that will result in informed contractor selection and which will avoid legal challenge.

Response:
Bailit developed the RFP evaluation methodology for three regional procurements of managed behavioral health services. In addition, Bailit assisted with the drafting of RFP questions and created proposal evaluation criteria. Finally, Bailit trained evaluation committee members, facilitated committee meetings, and documented committee recommendations for three separate regional procurements.

Massachusetts Division of Medical Assistance

Challenge:
Assist with the design of a systems of care program for children and adolescents with serious emotional disturbance

Response:
Bailit researched the policies and practices of other states' programs regarding services for children and adolescents with serious emotional disturbance, focusing the research on states that have been nationally recognized for the development of ´systems of care´ for these children, and then analyzed the advantages and disadvantages of these programs for Massachusetts and what steps the Division would need to take to implement each such program in the Commonwealth

Client: Iowa Department of Human Services

Challenge:
Assist Iowa´s Department of Human Services in developing a procurement for the Iowa Medicaid Enterprise´s behavioral health managed care carve-out program.

Response:
Bailit worked with staff at the Department of Human Services and Department of Public Health to identify and prioritize program improvements for a new behavioral health managed care contract. Bailit managed all aspects of the procurement, including developing the draft procurement, finalizing the procurement for publication, responding to questions from potential bidders, and facilitating the Departments’ deliberations as they selected the winning bidder.
