Client:
Maine Governor´s Office of Health Policy and Finance
Challenge:
Develop a strategy for implementation of federal health reform requirements.
Response:
Bailit developed a framework for the design and implementation of a health insurance exchange and consideration of how payment reform might be advanced through the state’s health exchange contracting strategy. Ongoing work will include further development of the exchange model, analysis of the impact on Medicaid and opportunities in long-term care, and further analysis of opportunities to improve quality and public health protections under the PPACA.


Client:
Colorado Department of Health Care Policy and Financing
Challenge:
Assist agency in its efforts to modernize its Medicaid program and prepare for potential health care reform.
Response:
As consultants to the Department’s eligibility modernization efforts, Bailit worked collaboratively with senior Department staff to consider eligibility modernization strategies, facilitated several meetings of the Department’s Eligibility Modernization Task Force, which included county agency heads and consumer advocates, and developed a plan for short, medium and long-term interventions.


Client:
California Working Committee on Waiver Development and Medi-Cal Expansion (Blue Shield of California Foundation)
Challenge:
Provide strategies to maximize the federal government’s financing of coverage expansion in California.
Response:
Bailit provided expertise in utilizing an 1115 waiver to maximize federal funding of programs and populations not traditionally paid for through the Medicaid program, including coverage of childless adults. Bailit additionally conducted a survey of county Medicaid spending to determine if there was potential for additional federal revenue maximization strategies.
