Bailit Health Purchasing - Long Term Care Services

Client:
Minnesota Department of Human Services

Challenge:
Develop and implement a state strategic plan for long-term care for the elderly.

Response:
Bailit served as the consultant to the state Long-Term Care Task Force, consisting of three agency commissioners and twelve legislators. BHP also served as the Task Force liaison to external stakeholders, ensuring that the Task Force considered their input at each stage of the process. Ground-breaking legislation resulted from this exciting collaborative process.


Client:
New Hampshire Department of Health and Human Services

Challenge:
Facilitate infrastructure development for the state's long-term care delivery systems.

Response:
Bailit has been assisting the Division of Elderly and Adult Services to develop and implement CMS and AOA grant-supported Aging and Disabled Resource Centers statewide. Bailit has been a key program design team member in all aspects of program design. This activity has included meeting and workgroup planning and facilitation, and the conduct of consumer and caregiver interviews across the state. Bailit is also responsible for overseeing the work of an Information Technology consultant hired to assist the team in designing the specifications for a web-based integrated database system for the resource centers.


Client:
Iowa Department of Human Services

Challenge:
Develop a personal care option under the State Medicaid Plan.

Response:
Bailit has assisted Iowa with the development of personal care as an option under the State Medicaid Plan, including the development of service parameters and prior authorization requirements, drafting of rules governing the service, and the creation of the state plan amendment and implementation plan.


Client:
Massachusetts Division of Medical Assistance

Challenge:
Procure contractors for an integrated Medicaid-Medicare program for seniors.

Response:
Bailit has assisted Massachusetts with the procurement of contracted services under the state's Medicaid 1115 waiver program Senior Care Options for elderly dually eligible Medicaid recipients. Work includes assistance with the development of, conduct of, and follow-up to a bidder's conference, the development of a bid response scoring tool, and training development for affected contractors of the Massachusetts Executive Office of Elder Affairs.
