Client:
Maine Health Care Purchasing Collaborative
Challenge:
Conduct a state health care market analysis and determine how competition might be injected
into the market by an employer/broker coalition.
Response:
Bailit performed a feasibility assessment for the development of a multi-employer purchasing
initiative in Maine. Activities include interviews, employer focus groups, assessment of
the experience of other efforts elsewhere in the country, development of purchasing models,
and model testing.


Client:
Center for Health Care Strategies, Inc.
Challenge:
Identify causes for HMO market departures from the Medicaid programs in the Mid-Atlantic states.
Response:
Bailit performed a health care market assessment of the Mid-Atlantic states as well as of the specific trend of HMOs leaving the Medicaid market, and advised the states in a group consultation on strategies to respond to general market changes.


Client:
State of Kansas Insurance Department
Challenge:
Understand why certain small employers in Kansas do not offer health insurance to their employees.
Response:
Bailit conducted a literature review, focus groups, interviews, and public meetings across the state with Insurance Department staff, and reported findings to a state advisory committee. Research considered small businesses that did, and did not, offer health insurance.


Client:
The Center for Health Policy Development (CHPD)/National Academy for State Health Policy (NASHP)
Challenge:
Identify the implications of state Medicaid budget cuts for state Medicaid managed care programs.
Response:
Using survey data and interviews with state Medicaid and oversight agency staff in four states, Bailit staff synthesized information gathered about the strategies that states have employed to reduce the Medicaid budget, and the policy, programmatic and operational implications these strategies have had for the states? Medicaid managed care plans. The paper highlights key findings and lessons learned that would benefit both states and managed care plans.

Challenge:
Assess how best to respond to the Medicare Modernization Act.
Response:
Bailit analyzed federal regulations, competitor market strategies, and consumer and employer preferences to help
BCBSMA develop a competitive strategy in the response to the Medicare Modernization Act.
