Bailit Health Purchasing has assisted over 50 clients since 1997 to improve methods for purchasing or regulating
health and human services. A partial listing of these clients can be found below, as well as examples

Client:
Massachusetts Division of Health Care Finance and Policy
Challenge:
Assist the Massachusetts Special Commission on Health Care Payment to develop recommendations to the legislature on the reform of health
care payment across all payers and health care providers.
Response:
Bailit has consulted to state staff on the Commission´s work plan and approach, developed and presented on payment and related
models, facilitated the Commission´s deliberations, and served as the liaison to stakeholder groups, meeting with stakeholder
groups throughout the process to gather their input and inform the Commission.
Client:
California Department of Health Services
Challenge:
Design a performance-based auto-assignment system with stakeholder input.
Response:
Working in collaboration with the California HealthCare Foundation, Bailit worked with the state staff and
a stakeholder advisory group to design, test, and implement a performance-based assignment system for Medicaid managed care plans.
Client:
Massachusetts Department of Mental Retardation
Challenge:
Design a new reimbursement system that will result in greater equity for providers.
Response:
Bailit performed an assessment of the methods used by the agency's 22 area offices and
its 6 regional offices to purchase services and to monitor and manage provider performance.
Bailit gathered data and conducted statistical analysis to identify the variables with the
greatest impact on rates, and then collaborated with work groups of agency and provider
staff to design a new reimbursement system.
Client:
Texas Health and Human Services Commission
Challenge:
Introduce value-based purchasing concepts into the state's HMO contracts and contract
management process.
Response:
Bailit has developed a joint managed care procurement for three different programs that
places special focus on the development of contractor performance measures, performance
incentives and disincentives, and allowing the state to set annual quality improvement
goals to which the contractors would be held accountable. Bailit will also develop contract
monitoring tools and recommend policies and procedures for monitoring value-based managed
care contracts
