Team

Bailit Health staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.

Alyssa Vangeli, J.D., M.P.H. (she, her)
Senior Consultant

Alyssa supports states with health policy analysis and research, strategic development and implementation, program design, and multi-stakeholder process management. Alyssa´s current work focuses on managing a multi-state commercial market affordability technical assistance program, and supporting Vermont in facilitating a technical advisory group to establish a model for multi-payer hospital global budgets. She also supports states in developing strategies to pursue cost growth mitigation, including addressing pharmaceutical spending growth. Alyssa´s past work at Bailit Health includes supporting Oregon to establish a multi-payer primary care value-based payment model, working with Nevada to implement the state´s cost growth benchmark, and assisting Massachusetts with Medicaid state-directed payment requests to the Centers for Medicare and Medicaid Services.

Prior to joining Bailit Health, Alyssa worked for over ten years at Health Care For All Massachusetts, where she focused on promoting improvements to health care affordability and commercial insurance consumer protections. In this role, Alyssa led the development and implementation of state level health policy legislative and administrative strategies. She additionally served on numerous state agency advisory councils, including the Division of Insurance Provider Directory Task Force, the Executive Office of Health and Human Services (EOHHS) Delivery System Reform Implementation Advisory Council, and the Social Services Integration Work Group to advise EOHHS in its efforts integrate social services into MassHealth, the Massachusetts Medicaid program. Throughout her tenure, she led several multi-stakeholder coalitions focused on improving prescription drug affordability, curbing commercial health insurance costs, and enhancing health care confidentiality.

Previously, Alyssa worked as a Legal Fellow at Health Law Advocates, where she represented low-income clients in cases involving eligibility and coverage and served as a Guardian Ad Litem for youth in the juvenile justice system with unmet mental health needs. She additionally worked at Pathfinder International, where she provided research and analysis on comprehensive federal reproductive health policies.

Alyssa earned a Bachelor of Arts degree from Macalester College, a Master of Public Health from Tufts University School of Medicine, and a Juris Doctor from Northeastern University School of Law.
