Bailit Health staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.

Erin Campbell, M.P.H. (she, her)
Managing Director

Erin joined Bailit Health in 2021 following her service to the state of Louisiana. Erin brings over 20 years of professional experience advancing public sector programs. Since 2004, Erin has helped federal and state government agencies implement health care legislation, policies, and programs. Erin specializes in public health policy strategy and implementation, translating innovations to practical operations in government environments, and operating at the intersections of policy and technology.

Prior to joining Bailit Health, for more than four years Erin held several leadership positions within the Medicaid agency at the Louisiana Department of Health (LDH), including Senior Staff Advisor to the Medicaid Director, Acting Medicaid Director, and Chief of Medicaid Quality Improvement and Innovations. Erin’s LDH work centered around the strategy and implementation of delivery system and payment innovations to improve health outcomes for Louisiana’s Medicaid managed care population. Major accomplishments include the development of Louisiana Medicaid’s next generation managed care procurement strategy and key policy design, the design and implementation of Medicaid’s managed care quality improvement strategy and standing up the Medicaid value-based payment (VBP) program and related quality and VBP performance withholds.

Erin also previously spent more than 15 years working as a consultant at two leading consulting firms in Washington DC – Accenture and Booz Allen Hamilton – where she was responsible for leading portfolios of health reform and policy programs for federal health clients. She worked with the Office of the National Coordinator for Health IT to advance the Nationwide Health Information Network and Beacon Community programs, both funded by the Health Information Technology for Economic and Clinical Health Act; the Center for Consumer Information and Insurance Oversight to implement health insurance marketplaces funded by the Affordable Care Act; and the Centers for Medicare and Medicaid Services to identify and report improper payments made in the Medicare Part D program as required by the Payment Integrity Information Act.

As a senior consultant with Bailit Health, Erin is working with states to obtain consensus on the delivery system and payment reform models necessary to advance primary care transformation; develop Medicaid quality/performance improvement strategies to guide improved health outcomes through innovation; and establish health care cost growth target programs to control growth in health care costs.

Erin earned a Bachelor’s degree in business management from Virginia Tech and a Master of Public Health degree from The George Washington University where she specialized in health policy.
